It proposes three structural changes to increase access to and significantly reduce the cost of getting a degree. They are:• Create a ubiquitous, low-cost national testing infrastructure that is far more pervasive and accessible than what is available today-• Divide content into fact-based vs. content-based modules with 75 percent of a standard 4-year degree being comprised of fact-based modules available for entirely independent learning and accreditation- and• Require intensive residences for undergraduate degree completion.The model attempts to answer the question of how universities can safely lose revenue to innovative new services like MOOCs (Massively Open Online Courses), yet it does not depend on MOOCs or put MOOCs at the center of the proposal. What it does do is put the role of the university professor at the center of an enhanced campus experience that offers greater value than todays lecture-based curriculum. Last, it suggests there is potential for a discontinuous leap in US mean levels of education within the US adult population within a relatively short period of 10-15 years, which in turn may have the potential to significantly boost U.S. trend economic growth rates.
